East Burnside/Couch Couplet
The East Burnside/Couch Couplet Project transformed two streets into a one-way couplet system in the City of Portland’s Central Eastside Business District. The project included construction of curb extensions, transit stops, surface vegetated storm water facilities, and 24 new traffic signals, signalizing every intersection along the corridor. The pavement along both streets was either reconstructed or repaved, and a new roadway connection was created from the intersection of NE MLK Boulevard and NE Couch Street onto the Burnside Bridge. HHPR provided project management, roadway design, and led the interdisciplinary design team in completion of the Class II, Categorical Exclusion documentation on this federal funded project.
